Call the electric company. They can give you the average use. However, that is based on the previous person living there. You may use more or less of course.

hi, I am going to take a stab at this and request more information.
Even though it is a studio apartment, the amount of the electric bill would still depend on the time of the year, how well the apartment is insulated, does the apartment have air conditioning and an up to date furnance.
Is this apartment occupied by one person or two.
Is there a washer/dryer/dishwasher in the place?
Does the renter have a job? (implying that the heat/air would be OFF for 9 or so hours each day).
