Balloons for Valentines could mean lots of things. Obviously if you received anything at all, someone thought about you in a loving way. Balloons seem more creative than flowers and will last longer.

I would like balloons for Valentine's.
I get where you are coming from though they seem to be saying I like you but not enough for flowers.
Best things to do is ask the sender.

Subconsiously it means that the giver sees your relationship as not too stable. Sooner or later, it will wither away and deflate or just pop and it's gone in a second.
