Hugo Chavez - president of Venezuela - trying to convince the world that the US is evil- and buying affection (setting up oil in the Caribbean, for example then badmouthing the US to those islands).
Fidel Castro- taking away private property and making it his property, rationing food (to this day), allowing stores that the US dollar can only be used in which hurts those who don't have access to the US dollar, not allowing his citizens to travel one from city to the next/leave the country without proof they will return/go to beaches where tourists are. Jailing citizens who openly say anything negative about him. Controlling the internet, radio/etc. so the public doesn't know how the rest of the world is.

Yes those are all pre modern day evil men but what about today.... Saddam Hussian was very evil in which he mustard gassed his own people so that would be one.
I suppose you could say Adolf Hitler since he was so extremely evil....killing during the holocaust.
and then um....I forgot his name he was a crime lord, leader of the Mafia....he ordered hundreds of people to be eliminated....

1--The most evil of all time I would say "President, George W. Bush" He sent usa soldier to die in iraq. he also lies that iraq had dirty bomb, but in fact that iraq did not any dirty bomb. George W. Bush is the worst President in the world.
