a flight from JFK to Paris...but the tickets never arrived and the flight date has gone. Is $350 too small an amount to go to the authoritiies? If they got a refund from paypal will paypal be able to track the seller down?

Yes, if the transaction is eligible, PayPal protects buyers up to $1000 per transaction under the Buyer Protection Policy which can be found here:
https://www.paypal.com/cgi-bin/webscr?cmd=_protections-buyer-outside . The victims can contact PayPal and file a dispute for the item in question.

PayPal will then conduct an investigation, and with so many involved, will likely freeze the seller's account.

EBay does have dispute resolution and if paid through Paypal there should is a way through there too. I have filed a disputed over $3.00 before because a ripoff is a ripoff. But on a side note, airplane tickets are not resalable, the name on the ticket has to be the person that boards the plane
