If yu know that the water is on, the pipe is not frozen, and the angle stop is open, you have a problem with the fill mechanism.

The easiest thing to do is to replace the fill tower. Turn off the water, sponge out the remaining water in the tank, disconnect the water line, remove the fill tower and replace it.

Replumb it, turn on the water, check for leaks, and live happily ever after.

Look and see if the flapper on the bottom of the tank is seated properly over the hole. Sometimes the flusher chain can get caught between the flapper and the hole or tangled up making the chain too short to let the flapper close completely. Check the floater to make sure it is moving up and down, or, if it's stuck move it until it's freed up. It may be time for a new one.

Take the top/back part off and check to see if the chain is still connected to the water valve. Often the chain will become disconneted.

If thats not the cae, you may need a new ballcock valve, or you may just need to set the flush chain tighter.

Either way, take off the back and study it a bit. It's a pretty simple mechinism. You should be able to see what the problem is.

if not. call a plumber or go to home depot and ask someone there.

You need to just get the entire assembly and put the new one in. You can do it as it isn't that hard to do. Read the directions. Make sure you have the right tools to do it with, if your not sure which tools you need ask the man at the hardware store.

You can make sure that the flapper at the bottom of the tank isn't old and just getting stuck in the up position. It is the rubber round part, also make sure that the chain isn't stuck or kinked up some where.

It's easy as pie to replace. I have replaced one my self. If your not sure you can do it see if one of your guy friends will repair it for you.
