Ok so it looks like maybe you are wanting a make over?
There is nothing wrong with that. I think all everyone should want to put their best face forward.
Ok, you ARE pretty but no one will see it behind your glasses and hair...so get contact lenses and get a hair cut that frames you face, maybe some layers around the face. I wouldn't recommend cutting off your hair as I think long hair looks great and is feminine and your is such a nice color BUT see if the stylist recommends some subtle highlights. Also you might try the library to look at hair magazines or fashion magazines for the latest looks and for how to dress for your body type. also try and find your own style too that works for you. It bugs me to see a bunch of beautiful women dressed all in black. There is nothing wrong with color or flowy feminine things if that is what you like.
also if you get cable try watching a few episodes of what not to wear.

i know you don't wanna hear it (hey, no one does) but you really don't need to be concerned with your looks. beauty is measured from the inside, not only on the outside. that said, you look perfectly fine! there's nothing to worry about! and for the people who (may) tease you,(i'm assuming this is why your asking...i know people can definitely be mean and nasty when you're 13...) remember it's just because of their own insecureties... and i don't think there's anything wrong with your glasses.......i couldn't pull them off, but hey, if you can, why not have them?
