Try rubbing gently with a damp paper towel or washcloth to get off the stuck eyecaps.
Next time your snake is going to shed, make sure you up the humidity in its enclosure, and it will help your snake shed more smoothly.
You can do this by misting the snake, dampening the substrate, or creating a humid hide (put damp moss or something similar inside the hide on the warm side of the tank).
Then all the skin should just come off in one piece.

Do Nothing! You can do serious damage to the eyes of a snake if you attempt to pull off the orbital scale. The snake will go through another shed rather quickly to get rid of the scale that didn't shed. The earlier answer of upping the humidity is a good idea during sheds.

I have numerous ball pythons and only one who continually does not shed his left eye. Use eye drops on the end of a q tip and gently rub the affected eye. Always rub in one direction away from the nose. It should come off with little or no problem.

try to spray him with a little but of watter and them pull lightly on the dead skin i it omes off rather easliy and does not seem to bother the snake go ahead and take it off but if it seem stuck still wait a day or two and keep spraying him lightly and it will come off easily....

you can give him a bath in warm water and gently try to pull it off. that usually helps.
