In a rock/country band, the drummer does, as his rhythm section times the song for the lead guitars and vocals.
In an orchestra, the conductor and his baton control tempo.

Generally speaking, the drummer is the time-keeper of the band. There are instances where the "leader of the moment" will cue the rest of the band to come back in after a pause or sometimes at an ending to a song. The rest of the time it is up to the drummer to keep the tempo clean and steady. This allows the rest of the band to rely on the beat to be there when they "experiment" or improvise.
