You have to decide in proporation to your available resources. How much budget you will have. To get a dedicated server, or a shared server. How many visitors you portal will have in long time?
For example this is going to be a portal with lots of hits per day, and not enough budget to get a dedicated server, you sure will need to do it in Java (JSP).
One thing to help you is that PHP scripts are executed faster than ASP ones. And JSPs are executed faster than PHP. But PHP is the easiest among this 3 server-side scripting languages.

If it's an upload portal kind of thing then i recommend php easiest thing you'll learn. Don't even try java, or asp it'll take you years.

asp sucks, but is very easy to learn if you are used to the working of vb scripts. . .it is almost identical. . .
php rocks. . .most websites use php due to its good app. dev. capabilities and other features . . .
and finnallly. . . . . .JAVA is the future. . . .it is platform independent. . .it is powerful. . .
personally i use php, but then it is best to create what you need with a lang. that you are familiar with than goin in for what is the best. . .
