Yes, texting counts for incoming, and outgoing.

Depends on your carrier. I work for a Canadian cell phone company and the way we work is that it's 15 cents for each message sent. Free to receive from other cell phones. You get charged 15 cents if someone sends you a message from the company, like msn or a WII though. If you have a texting package that gets you a 100/month free, then that only counts for the outgoing messages or the ones from a computer like I explained above. That's just the way my company works. Yours may be different. You should call your company to ask.

You or the person will get charged if you both don't have a built-in text messaging plan. (can be anywhere from 10 to 15 cents)

If one of you has a plan and the other doesn't, than only the one will get charged while the person with the plan will have the message count towards his or her totals for the month.

If you both have a plan, then the message will count towards your amount for the month.

At least for T-mobile & AT&T is was like that...If you aren't sure just call customer service.

Well, it depends what service you have. For example At&t is have free texting, and ims. if your buddy and you have AT&T, then it will be free. But lets say your buddy has tmobile, and you have verizon, or whatever cellphone company you will have to pay. 10 cents for each text message. but if you are a person what <3 to text message, then pay 5 dollars, and you can send 400 text messages. that is if you are a major in texting messaging like me.

Both, although Verizon has a $10 for 500 text messages and unlimited IN (text to and from other Verizon customers) texting.

Usually both unless you have some sort of package plan. Then the sent and recieved messages just deduct from the number of messages in your package. Really depends on your carrier and your plan though.

Its like recieving a long distance call or calling someone long distance. You don't get charged for when someone texts you, but you get charged $0.99 for every text message you send to someone.

In South Africa you pay only when you send a sms.
Unless it is a competition ,,then some of the costs are carried by the receiver...

depends on the plan you have if you don't have a texting included in your plan then its most likely 10 cents each way either u send it or you receive... but most cell phone providers have text msg plans and its not that expensive
