Since this is for an EMERGENCY I'd look over EVERY answer and also use
my search engines to look up emergency kits [noting things like cold, sun, mountain, sea, desert, fire, travel/roadside, etc.] Then I'd pick the BEST things from the other answers AND the ready-made kits' research and make up a kit for YOUR intended use -- change it for seasonal, special trips, and special
events [kids hiking trip in woods (snake bite, whistle, compass, map etc)], boating, etc. Also small mirror, fuel, 1or2 qt oil, can food, flares, etc

A small first aid kit.
Ideally two liters of water.
72 hours of food - can foods would be ideal.
Untentils.
A small tent if possible.
A extra change of clothes.
A warm blanket and towel.
A pair of running shoes.
A wash bag and wash products.
A passport could work out very useful.
A couple hundred Euros / Dollars.

If you have a shelter, you can put more items in there. This is just a basics kit to store somewhere in the house.
