You are running an Upgrade version, which means that you have to have an existing licensed version of Vista, XP or 2000, and you have to run the upgrade install from within that operating system. Boot into 2000 or XP and THEN insert the upgrade disk: you should have no problems then. I am also including a link below:
http://blogs.zdnet.com/Bott/
about how to do a clean install of Vista. (February 15th) There are some things to make sure of, though- Vista does NOT use the FAT32 file system; it can only use the NTFS file system.
http://www.microsoft.com/technet/prodtechnol/winxppro/maintain/convertfat.mspx
The above link is how to convert a FAT or FAT32 disk to NTFS. However, if it is possible, it would be better to back-up your files and do a clean Vista install, which the ZDNet link above also will explain how to do.
Oh, by the way, when the message "...run set-up on Windows XP SP2 or Windows Vista" comes up, that means that you have to install Vista from WITHIN th operating system, not download SP2 like some of the other answers indicate.

Are you not running on Windows XP? If you are, have you download service pack 2 from the website or is it on your computer. First off, I would return Vista there are so many problems with it right now it is not even funny, some mouses , keyboards, and even processors are not working on it.
