The pen marks the same yellow mark on the counterfeit bill and the real one?

Hold the bill up to the light. The portrait in the center and the watermark-like ghost portrait to the side should be the same.

Some counterfeiters have been using real one dollar bills and altering them to look like larger denominations. That's why the pen marks the same on the counterfeit as on real ones.

What the crooks can't do yet is alter the ghost picture.

Ask the bank or the police department to show you the difference. That's about the only idea I have. I thought the pens usually helped.
