Europe has a lot of basic resources, so I don't think it is b.
The Napooleonic wars disrupted some trade, but other industries are always born of war, so I tend to think that was not the problem. I don't think there was sustained labor shortage during that time, so if we're speaking of the time just prior to and after the French revolution and then Napoleon's shenanigans, I would have to go with a.
