That is packaging or hauling of any substance that is not legal or stolen items.Gun,cars,etc, etc.

First you must define illegal. Certain products are classed by governments and declared as illegal goods that can't be shipped to certain other countries, or received by yours or mine. Airlines, postal, delivery and other forms of shipping have their own 'illegal' goods which may or may not be government regulated. A product that may be legal to be transported from one location to another may become illegal without the proper accompanying of documentation , taxes paid , eg; movement of cigarettes from one province to another. Well if it's illegal to mail or ship it will be a federal crime and a U.S. postal violation. If it's on boat or plane it may be classified as smuggling.
