There are many levels to Access, so the basics are relatively easy to get, but the details get more and more complex. If you are planning on creating a full-scale application, then the answer is "No." But if you want to store some data for your own purposes, then "Yes."

In broad terms, yes.
But since it is capable of some amazing data Manipulation, some tasks can be a bit daunting.
In the versions of Office up to Office 2003, there is a need to know the structural elements of the Access file structure.
However, Office 2007 makes a lot of these tasks incredibly easy, at least , once again, in the broad sense.
But, you will need a Manual, whatever version of ACCESS you choose to use. In many cases, Excel can be used as the Front-end of an Access database. So, the Excel sheet can be used to enter, and extract data from a ACCESS or MDB database.

This is cheap, and it is, most of all, very Good.
Mrexcel.com has a comprehensive list of books relating to ACCESS. One thing you will have to take into cxonmsideration is Both VB6, as well as the XML platforms that all of the Office products will have in common in the Office 2007 platform.
Access has its own sort of programme language, and learning that will be a very good start to mastering ACCESS, and EXCEL, or as some call it EX-CESS .

learning access is easy to learn. check out some books from your local library to see what make access work. if you like what you find in the books, see if you can find a friend to teach you, or take a class in a junior college to learn the program
