During the 1997 UK nation election, the Labour party handed out small cards with thier promises on them?

These cards had a list of promises for them to forfill if elected. They were also signed by Tony Blair and you could sign the bottom yourself.
Does this mean It was a type of contract, and that they could be sued for breach of contract?
