Like everyone else said, I'm unable to view your team, but if you want to improve you're making the right move on both those trades.
Cano is solid, but until he develops some power or speed on the bases, Roberts is a better option at 2B. He won't hit for the same average but it's logical to expect higher steals, more homers and an average right around .300 from Roberts. Personally, I rank him higher than Cano in most drafts for that reason. Also adding Garland can't hurt. He still pitches for a solid team and is going to be good for 12+ wins and if he isn't panning out for you, you can always use him as an addition to another move later on. It never hurts to stock up on arms.
I don't know why you're even questioning the second trade. I'd have pulled the trigger on that one instantly. Cuddyer had a solid year last year, but he's a very late bloomer and is likely to regress in 2007. Guillen is a solid shortstop and he is in a contract year, so he is probably good for production but his production at his best is equal to that of a regressing Tejada. Valverde is a throw-in on this deal and you can afford to let him slide, vulture saves can be found anywhere. And come on...Manny! Even if he starts slow, you're still a lock for 30 homers and 120 RBIs and an average in the .320s. Manny is a machine and only looks this better with some protection BEHIND him in the lineup for a change. Pull the trigger and make this trade happen ASAP!!
Good luck...

First of all, you need to list your team because those who are not actually in your league do not have access to it.
Second of all. Depending on the strenghts and weaknesses of your current team I would definitely trade away Cuddyer, Guillen and Valverde and get Tejada and Manny.
This however, also depends on your league settings and stat cats.

Personally, I wouldn't touch Garland this season. Try to get a different starter.
Your second option seems like an absolute crap-shoot. Tejada is regressing, Manny sometimes starts slow. Cuddyer has only had one good season no telling if it was a fluke or not. Guillen is injury prone. I'd rather ride it out with players on their way up then on their way down.

Can't view your team since I am not in your league. Neither trade is good keep the young guys and stay away from veterans.

I'd make both trades, alot of people are going to say don't make the garland trade, but he will have another big year.
