By a road I presume you mean highway. Historically, a highway is any path that members of the public had the right to pass and re-pass along. Unfortunately the Highways Act 1980 which is basically built up from a long history of the common law does not give a definition of a "highway.". Determining what is and is not highway can take a lot of research into old documents plans etc.

A Side Note: In southern France, the (Christian) Churches were built-ON
ancient Temple sites -set-out in a "grid-Pattern"

2 Miles, and 1,618 Yards. (We cannot escape [ther fact] that much OF Europe
and North Africa, Mexico, Guartemala -and many Asian locations were ALL,
carefully surveyed -regardless of valleys, or mountains-
absolutely, MORE THAN 4,000 years ago!
Most apparently it was done to a couple of different measurements,
the Main-one being, what the Spanish STILL reffer to as a: "Vara"..
(-It even turns-up IN -Los Angeles Real Estate measurements)!
The other is an early "Mitre" -or "Hunab"(Mexico: a la' Professor Harlston Jnr,):
exactly 39.6": five-to a Perch: (of 16.5 feet = 198". Multiply this..
by "one Furlong", and you have your 4,000+ years, 'Acre': One-morning's
ploughing for an ox, you see? (-going back:'pre-Egyptian-Pyramid times')!
But "Y"-Generation of Americans.. are, simply Anti-Intellectual.. .

I think roads are pretty much the same all over the world. I suppose for a Legal defination you could look the UK Highway code, It will be on line somewhere.

Anything that takes motor vehicles is a road.
Possibly with the exception of motorways (highways if you like).
