Let's say I purchase something from Target, but it doesn't work correctly so I decide to return it. I have my receipt, but can I return it to a DIFFERENT target store or does it have to be the SAME one where I bought it?

You can return it to any Target store. Make sure you do the return within 90 days of the purchase.

All Target is the same. I am sure that they will allow you to take the item back, but call that location first. Some Target locations are bigger in size and might not carry that product.

From what I understand, one of the whole points of having a national chain with many locations is so that you can go into any location and treat them the same. You will feel at "home" in any location and comfortable. This is also true for service such as customer service (is. returns). You should be able to return any returnable item to any store.
