Chris C. is right, except for the extreme corners. The center of the basket is 4'9" from the baseline, which means that if the distance was always 19'9", there would be a continuous curvature to the 3-pt arc. Instead, the line becomes straight at the point (4'9") where the arc parallels the sideline, and continues parallel to the baseline. Therefore, someone shooting a three-pointer, say, six inches from the baseline, would have to contend with the extra distance that the parallel "shortcut" to the baseline that is imparted. Just ask Larry Bird if such a shot is possible.

It is exactly 19' 9" in both college and high school. It is the same distance at all points around the arc.
