You follow the instructions on how to turn on the wireless access that is build into the laptop. It will give a list of what is available. You select one from the list. If it is free you can access the internet normally. If it is a pay access point you will be routed to a login page where you must give your id or pay with a credit card. Be careful not to try to log into someone's personal system since it is illegal. Hopefully they have some type of encryption.
This all assumes that you have built in wifi. If not you will need to purchase a plug in board.

Your laptop must first be equipped with a wireless internet card before you can take advantage of wireless services.

If it's wi-fi enabled, just turn on the wireless and use the wireless configuration utility to discover and connect to networks.
