What an excellent question! My guess is that it's probably because the Dutch are much more open about discussing sex than Americans are and they don't see a problem with educating young people about it.

The Netherlands has a much healthier society that the U.S. does. They address social issues from the ground up, rather than in isolation from each-other. The have a holistic approach that recognizes and supports every citizen.
They realize that you can't ignore poverty and expect that the problems associated with poverty will go away. They don't treat drug-addiction and alcoholism as moral failings, they treat them as health issues. They don't marginalize entire groups of people based on skin color or ethnicity. They realize that capitalism should serve the society, rather than have society serve capitalism.
The Netherlands is a humane society. Not perfect, because it's comprised of people and people are never perfect. But they strive for the good of all their people... not just an elite few.

I know. I saw the statistics in Andrew Hacker's book "Two nations: black and white". Netherlands has the lowest pregnancy rate compare to other countries including us. Why? They are more open about sex ergo, they talk about condoms and IUD along with birth control pills. Stuff that would make conservatives apalled. Holland has legalized marijuana, prostitution, and euthanasia. Many conservatives like Pat Buchanan called Europe 'godless liberal country' yet their lives are better than us! Low pregnancy rates means low abortion rates. This is something that should make pro-lifers happy. But they don't want to admit that abstinence only education fails because of their religious convictions. Teenagers are more open and they know about safe sex and aren't afraid to get condoms if they need it. We should take a page out of Holland's book.

The sexual revolution of the sixties and women's liberation, both liberal ideas by the way, and the resultant moral subjectivity that exist in our society today probably has a lot to do with it.
