Download DBAN and install to cd or floppy (if your comp has a floppy drive that is the easiest) set your system to boot cd or floppy first depending on which version you chose and put the disc in the drive and re-start your comp. At the prompt type autonuke and let the program wipe your drive to DoD standards when it has finished wiping the drive. Insert your restore cd make sure your comp is set to boot cd first and follow the prompts to re-install the OS etc. It is really easy to use. You can download your copy of DBAN here- http://dban.sourceforge.net/

Back up anything on the machine you think is important to DVD or CD ROM.
Make sure you have your operating system disk, or better yet a copy of your OS with all the updates slipstreamed into an install disk, get a copy of all the latest drivers and put those on a CD and use that as your driver disk.
If you have a prebuilt system, then you will have to use the restore disk that came with the system.
You can also get a new harddrive, install the OS onto the new harddrive, and use the old hardrive as your backup drive.
There are many different ways to accomplish this.

put in the windows cd. Restart your computer and hold down the bios key at the begining of the startup. It is either F1 or Delete. Now change the boot devices so that cd is one and hd is two. Save changes and restart again. (This tells your computer to boot to the cd insted of the hard drive) Then follow the instructs. And be sure to chose the option to format the drive when you get there.

If you have the restore disc, just stick it in the drive.
It should Autoload and then give you a bunch of options on what to do.
If that doesn't work, restart the computer with the disc in the drive so it will boot off the disc and not your hard drive.
This should restore it to the day it left the factory.
naturally, you should back up everything you need first.

Hi. Doing a reformat will get rid of some stuff, using a program like "Sure Delete" will do a better job, but when I worked at a defense plant we would bulldoze the disks, then shred them, then powder them. (Well, almost!)
