Depends on the club. At the lowest level probably any where between 11 and 20 players then you have a manager, club secretary etc (but these are sometimes the players as well).
Just in the team it depends on the competition. A full game will have 11 players starting and anywhere between 3 and 7 subs (some international game you have the whole remaining squad available as subs ie the world cup this would make 12 subs).
But there are also 5, 6, 7 a side formats again with differing amount of subs.
In an English League game its 11 start 5 named subs of which 3 can be used.

you have a maximum of 11 on the pitch including the goal keeper and you can have as many over players as you want all of the players that aren't good enough to get into the first team play in the reserve team.

11, but any number in the squad. Chelsea say their squad has to be limited to 24, which if they run a reserve team is not a lot. (I doubt that they do)
