It's a conformity fetish.
I'm not saying Brittany is anything approaching what we'd call "sane," but who gives a rip if someone shaves their head - as long as it doesn't make you look like an escaped mental patient?
I used to have this coworker who was a virtual chia pet; I mean this guy grew hair faster than anybody I'd ever known.
He used to get off coloring it wild shades and cutting it in wild styles, mostly just to get attention.
Most of the coworkers would give him what I think he wanted - a bunch of weird looks. It was just his way of waving his freak flag.
Me...I didn't even flinch. I'd greet him at the start of the shift," sup, dude?"
It's just hair.

When you don't have a reasoning for your decision, you look a bit crazy. Especially, if you are a female who has always been seen as a feminine, dainty girl. Shaved heads just don't fit the scenario.
No, shaving your head is not crazy. But, doing it for no apparent reason, out of the blue, does make you look a bit unstable. I am HOPING that there is a reason for Britney's decision. It really doesn't look to attractive on her.

I see where you are coming from, we should not assume.
But along with all the other supposed occurrences, it is just one of an accumulative action which leads us to believe so.
I have done similarthough, so through personal experience i might be inclined to assume.
