Because originally, the black caucus had questions about the purged voter list in the 2000 election and so many black americans were denied their right to vote. He showed up that one time with the prerequisite that the subject would not be brought up.

In the 2000 election, the NAACP ran an ad that said, basically, because Bush vetoed a hate crime bill in Texas, it was like he committed the dragging death of James Byrd all over again.
And when NAACP leaders like Kweise Mfumo and Julian Bond say stuff like:
- the Republicans' idea of equal rights is "the American flag and the Confederate swastika flying side by side"
- that Bush intended to take America "back to the days of Jim Crow segregation and dominance."
- that Republicans "draw their most rabid supporters from the Taliban wing of American politics" and want to "write bigotry back into the Constitution."
- compared conservatives to the KKK and the Bush administration to the Confederacy.
As for the CBC, they have been antagonistic towards Bush from the beginning.
So, based on this attitude of the liberal black "leadership" why would Bush waste his time with these people? What was to be gained by visiting with people who have said such despicable things?

Because their racist attitudes towards him cause a hostile environment. Maybe Robert KKK Byrd DEMOCRAT can help he speaks for the whole party with his actions.

George W. Bush has better things to do than give a speech in a room full of people who hate his guts and trash him every chance they get. The NAALCP (National Association of LIBERAL Colored People, they don't want the advancement of Condi Rice, Janice Rogers Brown, etc) is nothing but a liberal political organization.

Well, my assumption is he refuses to meet with anyone who has a valid point on anything, and he is also a bigot. Just my opinion.
