To best answer this question, you must first understand that up to a point, the Silver Age Batman WAS the Golden Age Batman.

DC made some changes in their comics during the 1960's, and reinvented some of their characters, the first being Flash (Golden Age Jay Garrick, Silver Age Barry Allen) and the second being Green Lantern (Golden Age Alan Scott, and Silver Age Hal Jordan). At this time, they were still publishing Superman and Batman with both sets of Flashes and Lanterns, and finally in one story the Flash of the Silver age met the Flash of the Golden age. In doing this, they created a new Retcon that stated that all of the Golden Age heroes were from a parallel universe, called Earth-2, and all newer silver age heroes were from Earth-1. Since Batman and Superman were the same in both worlds, the divergence for them was their age, now stating that Batman of Earth-2, the Golden Age Batman, started his career as Batman back in 1939, when the book first came out, and he was a member of the Justice Society during World War 2. Because of this, by the time they started doing crossovers, Batman of Earth-2 was already retired and actually he died in 1979.

It is not clear from any of the crossover notes that Batman of Earth-2 Justice Society (Golden Age) ever did crossover with the Justice League during the summer crossover stories. It would appear that at that time, he was too old and already retired.

The Silver Age Batman and the Golden Age Batman never met because in the continuity of the DC Multiverse, when they started the cross-overs befween Earth 1 & Earth 2, the Golden Age Batman was already dead. On Earth 2 (the Golden Age Earth) Robin was already an adult hero who served on both the JSA and the All-Winners Squad. (Actually if you look at him, during the Crisis on Infinite Earths, the adult Robin (Dick Grayson of that universe) actually was graying at the temples, so you can imagine how long Bats had to have been dead at that point.)..

They have met, but it will never happen again b/c in the stories infinity crisis and crisis on infinity Earth DC merged both histories into one and all memories of the GA Batman have been erased. I can remember one story from the 70's where our Batman went to Earth 2 to fill in for the Golden Age Batman who had broken his leg.
