There's normally an autopark switch that tells the wipers to stop when they're fully down, maybe this has frozen, or perhaps there's a wedge of snow that's preventing the wipers from parking properly, or some plastic gears in the wiper gearbox have gotten shredded, in which case you'll need to fork out on a new motor and gearbox ($$!)

Sounds like the motor got screwed up, or the connection was damaged.
The fuse has nothing to do with it. If it were the fuse, they wouldnt be working at all.
Its not a costly (or difficult) repair. Just take it in to the shop.

from what i've heard it sounds like you broke the switch or the wiper strippers i believe its called. mine have been acting crazy too ever since the cold freezing weather. i've been told i have to get a new wiper motor/relay.
