HCl is usually an aqueous solution means it is dissolved in water. If you ad more water you will only be diluting it to a lower concentration. If you want to make it not acidic you must take a comparable base and add it to your solution causing a counter reaction make your solution some type of salt mixed with water.

because hydrochlride is itself acidic in nature.............its just diluted hydrochloride in water which means that it becomes weakly acidic!!!
