Deuce means two. When someone is "throwin' up deuces" they are putting two fingers up (aka the peace sign).
In the song "Yeah" by Usher, Lil Jon says "Peace up, A-town down." which simply means when you're two fingers are pointed up it's peace and when you point then down (flip them upside down) it's a symbol for A-town or Atlanta, GA.

deuce is the 2 card in a deck of cards, and if you make the peace sign with your fingers- youre saying "peace"
so deuces up means peace
