The fastest in college at this moment is PAT WHITE from West Virginia...there is Pat White....and then there is the rest....I don't even think anyone is close to his speed. The Ole Miss QB would be next in line though (Brent Schaeffer). The fastest college QB of all-time would be Michael Vick (Virginia Tech).

Michel Vick was, but he is in pro ball with the Falcons.
Active QB, I'd have to say the West Virginia (Slaton or White).
They are both very fast!!

Without having looked up stats, I'm gonna guess Virginia Tech. They are always recruiting the next Vick-style QB. (And why not? They work well in college.)
