You have to atleast have knowledge in HTML and programming to be able to do it.

If you really need a website you can start by going to http://www.intrinzicdesignz.com

Well your question dosent give much info but if you want to start a website I reccomend you go to www.freewebs.com and try using the Web Easy Builder for now but learn HTML and once you're confident then you can change your accound to HTML only however there are some minor fall backs to this site buts it free so you cant complain.
