If you say you'll do something, don't seriously mean you will, and procrastinate it until you end up flat out not doing it, is it still procrastinating?

No, procrastinating is planning on doing something but putting it off til the last minute... If you said you were going to do something and don't plan on it, that's lying.

yeah,i think so...procrastination is a practice of putting off tomorrow and keeping up with yesterday...for many it is more of a habit, with an appalling numbers of things never attempted and others left half done...it's not a good habit that needs to be changed..

if you dont have anyintentions of doing it and you dont ever do it its not procrastionation. only if you are going to do it and wait to the last possibly minute to get it done then you are procrastionating. so the answer is no you are just lazy!
