Eng seems ok but does not handle under power

Have you replaced the fuel pump diaphragm? Often this is the cause of the symptoms you describe.

How did you "clean the carbs? They need to be removed, disassembled, and soaked in a cleaner and new kits installed.

2 very good answers before me. is it firing on all 3? is your fuel tank venting? is your primer bulb faulty? is there an air leak in the fuel line? did you check compression before any of these things? good luck.
