Global funds invest in companies based both in the USA and in non-USA countries. International funds (the fund family can be based in the USA or overseas) invest in companies based only outside the USA. Example: Vanguard European Index fund, Vanguard is a US fund company based in Pennsylvania, but that fund invest in European based companies. Some of those companies can and do do some of their business in the USA.
