Telling them they were in the wrong place at the wrong time, wearing the wrong clothes, having the wrong color skin, having an opinion, making it difficult to prosecute the offender,.....

I don't understand the question??
"How do we blame the victim?" Well that's easy! You just blame them! Now, that isn't to say they are guilty, you just open your mouth and blame them!
Or
Are you asking 'How in the world can we blame the victim when it is not their fault?" Well, this has been happening..well..for as long as creatures stood up right and called themselves 'MAN'! It is much easier to blame the victim instead of accusing the attacker or administering party! The victims are usually the only person coming forward, because you darn well won't see the attacker coming forward to say "Hey, I did it..it was me..yes..I did it!"

Now, because I'm not certain in what context you have asked this question, I have only a limited answering ability! But, I hope it helped a bit!

Sometimes they are to blame.

Like a drowning victim...who went into the sea drunk as hell!!

Or those people who dig holes in the beach and end up crushed beneath the sand.

Or walking through the ghetto at night in flashy clothes.

Or working in a crack house.

If the victim was white, & the perpetrator was black, generally the victim will be blamed.

because sometimes people want to believe what they want to believe instead of taking the time to review the facts and think about it first. We for some reason think that a football player is a good football player then he can't beat his wife, and if she says he does than she must be lying not realizing that him being a good football player is all we know and that he could be a totally different player behind closed doors.
