Ralph: [whispering] Lisa, what's the answer to number seven?
Lisa: [whispering] Sorry, Ralph. That would defeat the purpose of testing as a means of student evaluation.
Ralph: [pauses] My cat's name is Mittens
Ralph: Me fail English? That's unpossible.
Ralph: My cat's breath smells like cat food.
Ralph: Mrs. Krabappel and Principal Skinner were in the closet making babies and I saw one of the babies and then the baby looked at me.
Ralph: I ate the blue ones ... they taste like burning.

or ned flanders. i loved the treehouse of horrors episode where he plays the devil and turns homer into the giant donut head.

Disco Stu, although you hardly see him nowadays.
In '2 Stupid Neighbours' his friend shows him Homer's 'Disco Stu' jacket in rhinestones, which was supposed to be 'Disco Stud' but there wasn't enough space on the jacket. He replies, 'Disco Stu doesn't advertise.'
