For IE, get the Google Toolbar (or Yahoo Toolbar, if you prefer).
Otherwise, get Firefox or Opera as a browser.

Note: this answer was typed using Mozilla Firefox 2.0, and I haven't had a pop-up in over 2 years.

There are many pop-up blockers to install that are free, but there are some that still leak through. I'd suggest getting MOZILLA FIREFOX as a web browser. Its free and does extremely well at blocking pop-ups (for me that is).
