You might try Control Panel, DirectX, DXDiag, Display. See what it says, ensure that D3D is enabled and try the Direct3D Test.

Do you mean don't know how to turn 3D on, or the game.
It is probably a problem with the data that is stored on your computer NOT the disc so don't worry, it is not anything to do with the disc. What i would do in this situation s go to:
'Start'
'Control Panel'
'Add Or Remove Programs'
find the game that has the problem.
'Click on the game'
'Remove'
Some programs also give you the chance to repair but uninstall it completely. (If it takes ages just click repair it is likely to work but not as guaranteed as removing and adding it back on).
After this follow its instructions through the uninstallation program.
Re-insert disc and click install. Follow what it says on the Installation.

If this doesn't work go to your graphics program and delete any changes that you made before the game became forty.

The last suggestion i can make is to do a 'System Restore' To do this follow these instructions:
(HAS TO BE ON CATEGORY VIEW)
'Start'
'Control Panel'
'Performance And Maintenance'
on the left top hand side there should be a box saying 'See Also', there you will see 2 options click the second one and that should say 'System Restore'.

Go to the microsoft website and download the latest copy of DirectX. Install and try again
If it doesn't work your graphic card isn't good enough. You'll get that a lot. Laptops are NOT designed for gaming
