Apple is forced by the music industry to encode the files that they sell you on iTunes with DRM software that prevents the music from being played on any player except an iPod.
However, you can get the music on to your PSP in a roundabout manner: put it on your iPod and then use a third party's software to extract the files from the iPod. Then, they should be playable on your PSP.

I don't think you can without a 3rd party program. iTunes only allow the music to be played on an iPod. But if you want to transfer it to another MP3 player, you'll have to get a 3rd party program that lets you extract the music file to the computer.
