Bunnies don't need salt licks, there is enough salt for their diets in their pellets and hay. When he is licking you, he's trying to groom you, which is his way of saying he loves you.
As for the fleas, take him to a rabbit vet. Those otc flea medicines are made for cats and dogs, which may not be appropriate for rabbits. Go to www.rabbit.org for a list of reputable rabbit vets in your area.

hmm... i don't know about the fleas, never had a rabbit with fleas. , but bunnies lick people, some, a lot more than others, it's just something they do. i have never seen a need to give rabbits salt licks. i raised them for ten years for 4H, and my rabbits were fine without them. also, i've had professional rabbit breaders inform me that they're not necessary.
On the salt lick idea:

this site also mentions that rabbits routinely clean themselves by licking themselves, which could dilute or get rid of the flea treatments. my advice would be to talk to your vet about it.

There shouldn't be anything wrong with him. Get a salt ring from the pet store and call your vet and ask if they have any front line (top spot) for rabbits. get flea drops from your local vet. and the licking is from lack of salt. pet stores sell tiny salt licks

ask the vet about other flea treatments.
he's licking bcuz we taste like salt, (my ferrets did the same thing), at the pet store they usually sell salt wheels.
