You have to enchant it.

In order to enchant an item you need three things.

The knowledge of the spell affect you want to add (know the spell)

An enchanting altar (which is a stand that looks like a old-time book stand)

A soulgem with the soul of a creature inside (the higher level the creature, the higher level the enchantment will be)

Oh.. and the gold to make it happen...

As far as finding an enchanting altar.. I'd check at the library in Imperial city.. the mage's guild altars are through the first portal in the lobby. But I'm not sure you can get there unless you're at least a mage guild member. Even as such, the first portal is red (breaking the law to go through) so make sure you're stealthed.

If you're the archmage of the guild you can always just use the ones in your room. THey're cheaper anyway.

You just need to know any damage health spell, level doesn't matter. So if you don't have it try check out the various magic shops.

To enchant a weapon you need a soulgem with a soul in it(from using soultrap and killing a monster) and go to an enchanter, which I think is in the Mage School in the main city. It should bring up a menu where you place the weapon and soulgem and then configure the properties of the enchantment.

If you aren't in the mages guild or haven't downloaded the frostcrack spires castle (and have tons of gold) you can only do it with a sigil stone. The problem with sigil stones are that they come with enchantments already determined. When you enchant with soul gems you get to pick them for yourself. If I were you I'd stop what I was doing and work towards the mage's guild then you can enchant all your items and make your own spells.

The best and fool proof way to do it is with a Sigil Stone.

Close down a few Oblivion gates and you should get a Stone with an Absorb Health spell (not only damages the opponent, but increases your own health). Thats how I made my Vampire Katana (Akaviri Katana with absorb health spell) and it works very nicely :)
