Yes, you can catch Regirock, Registeel and Regiice. You'll need to catch a relicath and a wailord to get them. www.serebii.net, go to ruby/sapphire and they'll have a guide to how to get them in the column on the right.

YES! There's Regirock, Regice, and Registeel. There's also Latias and Latios.
