I was told the only person she had to bow to was Haile Salassie or any Ethopian King. Is this true? If so, why?

Her Britannic Majesty, Elizabeth II by the Grace of God Queen is Head of State of the United Kingdom. As Head of State and Monarch, She is The most senior person of the realm. She cannot bow to anyone. To do so would be undermining Her own Authority and Stature. Neither would She bow to any other Head of State as they are seen as equals, however in the European Royal Houses, Queen Elizabeth II is held in great esteem. During a trip to the Netherlands two weeks ago, the Dutch Radio referred to Her as the "Queen of Queens". Nice tribute!

TECHNICALLY, she has to bow to NO ONE. The Kings and Queens of England outrank ALL KINGS AND QUEENS.

However, you are correct, she is a Lady and will return a bow on occassion to those she deems worthy or equals in her mind. She doesn't have to, its just polite. Diplomacy is all about politeness, isn't it? And basically, the Queen is the #1 diplomat England has, performing state dinners, greeting foreign dignitaries and hosting guests. I'm sure she counts some of these among her friends!

The Queen bows to nobody, except when she pets the dogs. Although, she did bow out of respect when Diana's funeral procession passed her. The Queen and other members of the Royal Family were outside Buckingham Palace, and H.M. bowed her head.

No one. The only people who would bow to her would be her own subjects. The only people who bow to other royalty are their own subjects.

She's not obligated to bow to anyone.

However, if a higher power walked on earth, she'd have to.
