What are you asking?
He won't give you oral or he doesn't stay up when you're giving him oral?

If he's "not up to it" then there could only be 2 reasons why: 1. You aren't good at it and he doesn't want to hurt your feelings by saying so. or 2. He doesn't like girls or he doesn't like you.
Sorry to sound mean but there's no other reason for a guy not to be into oral sex. You need to ask him straight out whats going on.

If you're saying that your boyfriend doesn't return it, I'm sorry. LOL neither does mine, that often anyway..
If you're saying that your boyfriend doesn't like oral sex, and would rather have regular sex, consider yourself lucky. I'd rather have sex than give oral anyday! lol

Maybe it's your technique? Have you asked him if you could do a better job would he enjoy it more? Sometimes women and men need some instructions during sex, it might be embarassing or not so romantic but atleast you learn after that what to do.

stop giving him the pleasure. Give him the ultimatum - i will scratch your back if you scratch mine. There are LOTS of men out there who would love to give you this type of satisfaction. Have you asked your bf why he doesn't want to do this for you? Does he expect you to give him oral sex? If it is expected then there is no pleasure for you when you give it
