Look up past issues of wooden boat to see designs. There are kits you can order. Some of them take much work , you get the wood and plans only.
Since there were ferrocement boats that worked, you could make one out of sculpy. Be sure to weight the keel. Paper boats do float. They have a cardboard boat race in many areas in the spring. It just takes the proper shape, and sealing material.

Go to the nearest Boy Scout shop, and ask for a Raingutter Regatta boat kit, they are about $3, and float/sail properly

Use tin foil as the base of the boat, and use plastercine or playdoh and put a small amount in the centre. Then, add a straw or a small dowel, into the play doh and attach a piece of cloth, or napkin as the sail.
