If a nonbeliever disrespects and blasphemes Islam, can a Muslim (on his own) murder the nonbeliever?

Using the Danish cartoons of Muhammed published a few months ago as an example; can any Muslim murder the disrespector or blasphemer on his own or does some cleric scholar have to issue a fatwa before it is "legal" to murder the offender?
