Ask him. If he's had them for as long as he can remember (or a virgin) chances are that they're completely normal.

Yes, it's quite normal and nothing to worry about. I have the same thing and nobody has ever commented on it.

they are called "skin tags" look them up, it's normal to get them on your face, neck, under arm and sometimes on the penis.... perfectly normal.
