Better to be like Romans when in Rome

Being conservative is advice able in India but
It depends on the City where you are and the area in that particular City.

If you live in metro's like Delhi,Bombay,Calcutta,Madras,Hyderabad, Bangalore then it's not a big hue and cry unless you move towards the old cities of these cities. rest of the city the Hi Fi malls sees a lot of foreigners with their western dressing.

Shorts, minis and tank tops are unadvisable unless you're on a beach. In small towns and cities especially, people may tend to stare if you expose too much skin. Safe clothing would be trousers, peddle pushers, capris, skirts, tops and shirts. India has some good cottons which are trendy and affordable. Buy yourself some. Women could try wearing a salwar kameez which is very cool and comfortable and could even improve the attitude of people towards them.

It depends on which place you are visiting.
Which place are you traveling to?

On the streets, in general...anything below the knee and something that doesn't have a deep neck line would do for a woman.

Well known streets in well known cities are not very conservative. You can get away with shorts or short skirts.

If you are traveling to any other place it would be for your benefit to be fully clad. As much as you dont want to care about others think of you, they care about what you wear and this could get you into trouble.

For ladies -
Any thing that covers all parts of of body, except arms, face, not very deep neck line i.e one that does not expose too much. A trowser will do just fine with a nice half sleeves shirt, fully buttoned up.
For Males -
Any thing that a gentleman wears in the west - a shirt and a trouser.

Hi my friend
Basically people wear dresses which are fully covered. People here wear saree, salwar, full skirt and tops, Jeans and tops, half-saree are advisable here. They don't wear mini skirts or beach wears as their casual wears. There are different places in india where they differ in their clothing. India is a hot country, doesn't mean you have to dress in a worn out shorts, a dirty t-shirt with sandals. Most of the westeners I see in India are dressed like nomads. I am sure most of them don't dress like that in their own country.
Try to look decent. Even in hottest climates Indians wear trousers, jeans and shirts. try to follow the same.

I really don't get why people judge the other by the way they look. I don't know what is acceptable there , but my advice is to wear anything you like and don't care about what they say. If you worth it you will be acceptable anyway.

Well, it depends. But, short skirts and minis are not popularly seen commonly, except in movies of course. The story, maybe different in Mumbai, I suppose.
